
The short answer
A temperature excursion is prevented by controlling the three moments where frozen cargo is most exposed, stuffing, port handover and discharge, and by agreeing in advance, in writing, what tolerance counts as a breach and what evidence will settle it. The refrigeration unit itself is rarely the cause.
Importers of Brazilian frozen meat tend to think of temperature risk as an equipment problem. It almost never is. Container reefer units are reliable, they are pre-tested before release, and they carry alarms. What fails is process: cargo that left the cold store too early, a container that sat unplugged on a chassis, a transshipment window nobody tracked, or a truck that collected the box at destination and drove it two hours with the unit switched off. What actually counts as an excursion
An excursion is a deviation from the agreed carriage temperature that is long enough or deep enough to matter. That definition needs two numbers, a threshold and a duration, and most disputes happen because the contract contained neither.
Not every upward movement on a temperature chart is a failure. Defrost cycles produce short, sharp rises in recorded air temperature and they are normal. Door openings during official inspection produce the same. A frozen block of meat has enormous thermal mass, so the air around it can warm noticeably while the product itself barely moves. Judging a chart without understanding this leads buyers to reject sound cargo and leads sellers to dismiss real damage.
The workable test is product temperature, not air temperature. If the thermal centre of the product stayed at or below the temperature declared on the veterinary certificate, the consignment is compliant. If it rose above it, you have an excursion, and the length of time above that line determines whether it is a quality issue, a safety issue or both. Where excursions actually happen
Mapping the chain stage by stage shows where attention pays off. The pattern is consistent across markets.

Two observations follow from that table. First, more than half the exposure sits outside the exporter's control, in the importer's own country. Second, the highest-risk periods are the handovers, not the long steady ocean passage. Controls that matter before the doors are sealed
The cheapest excursion to prevent is the one that never starts. Everything on this list happens in Brazil, before the container leaves the plant.
- Pre-trip inspection. Insist that the container was released against a passed pre-trip inspection, which verifies the refrigeration unit, the sensors and the recorder on an empty box before it is positioned for loading.
- Product temperature at stuffing. Ask for the recorded product temperature, not just the setpoint. A federally inspected establishment blast freezes and holds product until the thermal centre reaches specification. If your supplier cannot produce that record, treat it as a warning.
- Dock exposure time. Stuffing should be continuous and sheltered. Cargo staged in ambient heat while a crew waits is the single most common origin of an inbound excursion that gets blamed on the carrier.
- Setpoint verification. The number on the display should be photographed, witnessed and recorded on the loading documents before the seal goes on.
- Vent closed, stow below the load line. Frozen meat does not respire, so the fresh air vent is closed. Cargo stowed above the red load line starves the return air path and creates warm pockets at the door end.

Building the evidence set
Prevention and proof are the same project. If you cannot reconstruct what happened, you cannot prevent it next time and you cannot recover a loss.
A complete evidence set for a frozen meat consignment has four layers. The reefer unit's own log records setpoint, supply air, return air, defrost events and power interruptions. An independent data logger placed inside the cargo at stuffing gives you a reading that does not depend on the carrier's equipment. Cargo probes, where fitted, read the product rather than the air. Finally, the paper trail, loading records, seal numbers, the veterinary certificate and the bill of lading, ties the data to a specific consignment.
Agree at contract stage who downloads the reefer data at destination, within how many days, and who pays for it. A download requested three weeks after discharge is frequently unavailable and almost always disputed.
Independent loggers are inexpensive relative to the value of a full container and they are the item buyers most often skip. Place at least two, one near the door end and one deep in the stow, and record their serial numbers on the loading document.
The first hour at discharge
Destination handling is where importers lose cargo they had already paid to protect. The container arrives in good order and then sits.
- Arrange power at the terminal and confirm plug-in time. Unplugged hours in a hot port accumulate faster than anything that happened at sea.
- Have customs and sanitary documents lodged before arrival so clearance is not the bottleneck. Missing or inconsistent paperwork is a leading cause of frozen cargo standing still, which is why export health certificates and documentation deserve attention weeks before the vessel berths.
- Keep inspection openings short and shaded. Official reinspection regimes examine general condition and transportation damage, and bodies such as the USDA Food Safety and Inspection Service can refuse entry to product found adulterated in transit.
- Run the delivery truck's unit. A short road leg with the refrigeration off is a real excursion, and it is yours.
- Download the reefer log and retrieve the loggers before the box is returned empty. Once the container is back in the carrier's pool, the opportunity is gone.
When an excursion is confirmed
Move quickly and in a fixed order. Note the deviation and its duration against the agreed threshold. Photograph the cargo, the seal and the unit display before devanning further. Take product temperatures at several points in the stow, not one. Notify the carrier and the insurer in writing within the notice period in your contract of carriage, which is often short. Hold the cargo rather than distributing it, because distributed product cannot be surveyed. Then request a joint survey.
Quality outcomes vary with severity. A brief rise that never brought the product above its declared temperature usually has no effect. A longer deviation can cause surface thaw and refreeze, which shows up as drip loss, ice crystals inside the packaging, freezer burn and colour change. Write it into the contract
Most excursion disputes are contract failures discovered late. Before you place the order, fix the carriage temperature in degrees Celsius and require frozen mode with vents closed; set the maximum product temperature permitted at stuffing and require the record; specify the number and placement of independent data loggers; define the excursion threshold and the duration that triggers a claim, so a routine defrost spike is not argued over; name who downloads the reefer data, when, and at whose cost; and state the notice period and the survey procedure.
